The relevant one here is orthopedic synthetic cast padding, which is the second layer in the cast application process. It is placed over the top of the cast stockinette. Cast padding provides a cushion between the limb and the fiberglass cast tape, which serves as the hard outer shell of the orthopedic cast. Without this middle tier, walking around with a cast would be uncomfortable and even unhelpful to one's health.
